If you are processing personal data belonging to EU citizens, and you are located outside the EU then, unless your processing of personal data is occasional and not significant, the GDPR requires you to have a representative located in the EU.

 

The EU representative is the go-to person for the ICO or other supervisory authority and will represent the controller or processor in relation to their obligations under the GDPR.  The EU representative is also the contact point for any individual that wants to exercise his or her rights under the GDPR.

 

The EU representative role is not the same role as DPO (and cannot easily be combined with the role of DPO), but requires the same kind of expertise.
